I used to work at a hospital where foreign physicians would only work 28 -32 hours a week. Is that legal?

I am an American veteran and I had to work 40 hours a week for loan repayment for college. These foreigners prevented other American citizens from getting their loans paid back by working less hours and filling the positions in underserved areas.
