What are some solutions to the "problem" of teaching English to nonEnglish speaking children in school?

This is for a problem and solution college paper I am writing..not a debate. I dont want to know why bilingual ed is right or wrong.. just ways to "solve" the bilingual ed "problem" in todays schools.. so far I have found 2 ways: 2 way immersion and literacy. Looking for some input from teachers.. thanks.
